Eastern Idaho Public Health has a full time opening (40 hours per week) for a Planner in the Idaho Falls office. This position is in the Public Health Preparedness Program. The incumbent will support program formulation, preparedness, and emergency response planning duties and will attend community-planning meetings, assist with trainings and exercises, and document contract deliverables. |

RESPONSIBLITIES:
- Fulfill Public Health Emergency Preparedness Sub-Grant obligations.
- Design and prepare data collection systems and computer-based reports for analysis and disseminayion, including WebEOC, ArcGIS, EMResource, Volunteer Idaho and SharePoint.
- Answers inquiries for information from local, state and federal agencies and the public.
- Oversee and participate in, writing and updating Public Health Preparedness Plan and all associated sub-plans.
- Evaluate information and forecast needs to identify projects.
- Review and evaluate planning projects or grants for compliance with federal and state regulations.
- Assess training needs of Eastern Idaho Public Health (EIPH) personnel and maintain training records.
- Design and maintain EIPH Emergency Preparedness training programs with subject matter experts.
- Participate in developing and executing exercises and writing After Action Reports/Improvement Plans.
- Maintain the Eastern Idaho Medical Reserve Corps through training, recruitment, and participation in the Volunteer Idaho System.
- Act as a liaison with other agencies and departments.
- Participate in on-site compliance reviews.
MINIMUM QUALIFICATIONS:
- Knowledge of measurement processes and methods for assessing progress toward achieving goals and objectives of projects or plans.
- Experience:with planning principles and practices for program and project planning.
- Experience utilizing automated systems to develop spreadsheets and graphics.
- Experience writing technical reports.
- Experience preparing and making presentations to groups.
PREFERRED CANDIDATES WILL HAVE:
- Some knowledge of: Public Health Emergency Preparedness and Response Capabilities; the National Response Framework;and the Incident Command System.
- Good knowledge of training theory.
- Experience performing needs assessments, developing training objectives, developing coursework, and evaluation training.
- Good verbal and written communication skills.
