Public Health Division Administrator -
Nutrition Services/WIC Division

This leadership position is responsible for the overall success of the Nutrition Services Division and ensures delivery of essential public health services for Eastern Idaho Public Health’s eight-county region (Bonneville, Clark, Custer, Fremont, Jefferson, Lemhi, Madison, and Teton Counties).  This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

RESPONSIBILITIES:

The Public Health Division Administrator:

  • Manages a public health division which may have public health programs/sections headed by a supervisor.
  • Hires, trains, leads, and evaluates staff.
  • Develops, directs, and implements programs and their policies and procedures in compliance with federal, state, and local rules and regulations, and continually evaluates and improves service effectiveness, efficiency, and quality.
  • Assists in determining district goals, standards of care, and the strategic plan. Formulates and administers divisional plans, performance measures, and strategies in support of the district's strategic plan
  • Analyzes trends district-wide to plan and initiate changes to current public health programs, develop future services, and minimize risk or legal liability.
  • Identifies needs and funding; develops and adheres to program budgets.
  • Negotiates and monitors program contracts/subgrants.
  • Promotes community awareness of health issues, acts as a public liaison, and approves material for public distribution.
  • Serves as a division and/or district representative on boards, panels, and commissions.
  • Consults with the District Director regarding major program changes, decisions impacting multiple districts, or legal issues.

MINIMUM QUALIFICATIONS:

  • Possession of a Bachelor’s or equivalent exprience in an nutrition, health education, or other field related to the specialty area; OR Associate’s degree in a related field AND five years management experience; OR possession of a Master’s degree in Public Health, Public Administration or related field.  Preference given to Registered Dietitians and individuals with previous WIC experience. 

  • Experience demonstrating good knowledge of:  management practices including developing and implementing program policies and procedures; evaluating health programs for effectiveness and compliance with objectives, rules, regulations, and standards; supervising staff; public health division program areas, operations and community resources; current public health trends; federal, state, and local public health laws and regulations; media relations and community partnerships.

  • Experience: developing narrative reports and correspondence to address public health issues; and giving public health presentations.
